Introduction
The K-12 education system is celebrated for championing free education for helping to fulfil the No Child Left Behind Act. However, K-12 is an unequal system because students are discriminated against when accessing educational resources based on their social, economic status (Garcia & Weiss, 2017). This bias has led to an increase in the number of dropouts and the general decline of the quality of education in the country. I, therefore, argue that the “No discrimination Policy” should be adopted to help eradicate discrimination that degrades the purpose of the K-12 system

The No Discrimination policy is intended to eradicate educational inequality practices by creating a balance for equal service provision among all students.
What changes will need to be made to implement your proposal?
The most significant change will be to limit the state government’s mandate to set educational policies (Meatto,2019). The reason is that based on the tenth amendment, the local government has the upper hand in creating educational policies through devolution (Meatto,2019). Unfortunately, this role enables them to implement selfish policies that benefit the few elites (Weir, 2016). Therefore, this role has to be given back to the federal government to limit misappropriation for this regulation to function well.
What is the desired outcome of your proposal?
To see all students access quality education irrespective of their social-economic status. This policy will also impose heavy sanctions on offenders, unlike the current laws that focus on fines and termination of employment because such penalties are manageable (Weir, 2016). Violation of this rule after implementation will result in the suspension of working license and life imprisonment without parole.

Why is there a need for your proposal?
The K-12 system is losing its relevance with time, risking the country’s future. Unequal education means that people will lose the opportunity to build their careers resulting in low living standards (Garcia & Weiss, 2017). Therefore, this policy will ensure that the current and future generations access quality education to ensure that they are competitive within the global demands.
Why did you choose to implement your proposal the way you did?
Radical change is abrupt and sometimes lethal; therefore, stricter measures such as barring the state governments from being involved in making decisions on educational matters prevent this inequality is necessary (Garcia & Weiss, 2017). The reason is that with better systems in place, resource allocation, access to resources will be enhanced to maintain equality.
What are some obstacles you expect to encounter in implementing your proposal? (for the outline, a short list is sufficient)
- Lack of enough finances.
- Opposition from the state governments.
- Poor communication systems.
- Resistance from the legislative body.
- Public unrest (Public School Expenditures, 2021).
Conclusion
No Discrimination policy is a regulatory proposal intended to bring change within the k-12 education system. The policy will eradicate the inequality witnessed across all the states to increase the chances of unlimited access to quality education. The policy will force the state government to abandon their roles in rolling our educational plans for their cities. This proposal will ensure that the resources allocated for educational purposes are equally distributed across all the schools to ensure that every child is accorded the same opportunities to pursue their educational dreams. Students will have quality educational services that make them competitive or advanced beyond the expected standards through equal access to quality learning opportunities. This rule will create a new responsible body to roll out the educational plans and allocate resources to ensure that every child is actively supported to fulfil the K-12’s mission of providing quality sponsored primary and secondary education.
