Nowadays, the state of educational system is a very important issue which makes a great number of people think about the efficiency of this very sphere. Moreover, great sums of money are given to the development of this very system. However, there are also some other sources which could also be used for the financing of the given sphere. Thus, there are certain legislative acts which regulate this process and determine the way in which money could be transferred and obtained. However, there are types of schools, like charter ones, which have a special pattern for financing. For example, according to the Arizona state senate bill 1052 the charter school may be sponsored by 5 certain establishments and organizations which are the State Board of Education, the State Board for Charter Schools, a university under the jurisdiction of Arizona Board of Regents, a community college district or a group of community college districts (Arizona State Senate, 2015). Moreover, an applicant, who wants to organize a charter school, should act according to a certain procedure which consists of several steps. First of all, a detailed education plan should be created. Moreover, the business plan is also needed. Thus, operational plan and some other things which a sponsor might demand should also be created. However, there are beliefs that some changes to existing pattern should be added. That is why, the new amendments are suggested to existing bill. The sponsors are Sylvia Allen, Carlyle Begay, Brenda Barton, Barbara McGurie, Steve Smith, Kelli Ward and Kimberly Yee (Arizona State Legislature, 2015). The appearance of the desire to add new amendments is influenced by new conditions. The thing is that according to the latest tendencies in society the desire to guarantee equal conditions for everyone is now topical. That is why, representatives of Indian tribes became the main stakeholders in the given issue. The main amendment is the phrase “a college or community college that is owned, operated, or charted by an Indian tribe” (Arizona State Senate, 2015). The given amendment was accepted by the senate and the bill was remade including the given phrase. With this in mind, it is possible to say that the given bill now accepts and takes into account the needs of all groups of people and the Indians are able to participate in the process of creation of charter schools. These new amendments also have their advantages and disadvantages. First of all, it makes some social processes more obvious and promotes further development of tolerance within the state. However, at the same time this specification can lead to the appearance of different controversies. There are many other ethnic groups which also want to participate in the process and which, though, can feel discriminated because of not being mentioned in the bill. With this in mind, it is possible to outline certain recommendations for the sponsors of these new amendments. Some new improvements could be suggested for them to be able to take into account all layers of society and representatives of different minorities.
Finally, it is possible to say that involvement of minorities in the process of education can help to improve this sphere. Moreover, it can lead to the increase of a number of these people in colleges which, in its turn, can lead to the appearance of specialists in nursing who belong to different Indian tribes. In general, these amendments can have a beneficial influence on the issue of nursing. With this in mind, some alternative could be suggested. Instead of the phrase “an Indian tribe” the statement “every citizen of the USA and representative of the ethnic group which reside on its territory” should be added. This amendment will make the bill more efficient.
